While I have been working on resolving issue of lawyers in China willfully charging often exorbitant amounts of money ($2.ooo to $5000 some of them - fuckers) for an 'official' translation of the new regulations I posted last week in blogs/new-for-2013 I have finally got an unofficial, but legally endorsed version of the translation for you from a lovely Beijing gentleman. What follows is LAW! (Or will be) PLEASE READ THIS CAREFULLY!

This is the first overhaul of China’s immigration law since 1985. The overriding policy behind the law is to create harsher punishments for foreigners who illegally enter, live, or work in China. But beyond that, the law enacts wide-ranging changes to the rules for foreigners’ visas, residence, and rights in China. The law is skeletal in many places, leaving it to administrators to enact implementing regulations and to officers to exercise their discretion. The new law won’t take effect until July 1, 2013.
Now, you must understand this clearly as it means that these things are STILL SUBJECT TO INTERPRETATION BY YOUR LOCAL PSB/AUTHORITY. Which of course means there will be many different 'ways to do it' bandied about as-per-usual. IGNORE THEM! IF YOUR LOCAL AUTHORITY DEVIATE FROM THESE REGULATIONS IN ANY WAY YOU HAVE THE RIGHT & DUTY TO REPORT THEM FOR DOING SO! Remember, these regulations come from Beijing - state. They are passed to the Provincial authority - province, who in turn pass them down to the city authority - local.
Article 1 clearly states that China - Beijing wish to promote diplomatic activities and opening to the outside world. And in Article 3:
The lawful rights and interests of aliens on Chinese territory shall be protected by law.
And there will be harsh punishments for infractions providing you (as foreigners) on Chinese territory shall observe Chinese laws, shall not endanger China’s national security, harm the public interest, or destroy public order.
So OK, they are still calling us Aliens but T.I.C - maybe next time eh.

And of course it saves the eternal future blogs/discussions and dumb-arse visa questions next year. If you ever get stuck - refer to it. If you ever feel confused by what they say to you - quote it to them. If you ever, ever get charged/told more or different by some arsehole, opinionated fuckwit (official or not) - beat them to death with it!
