@Heather - I know it is sunrise because I looked it up. However, the place that I come across 出 most often is when it means Exit so I think it should be sunset.
Let me have a try- I think we don't need to translate Jiangnan cos its not a river ,its random name for southern east of China. Maybe like below--
Jiangnan beautiful
The scens so familar
Like fiery red with sunrise,blossoming flowers and sparkling lights on the river
Like Blue grass with running green water in spring
How could I not think of Jiangnan?
@Mike- You should learn more Chinese. Who told you 日出 is for sunset. Let me tell you 日出=sunrise ,日落=sunset。

日 出 - I think logically this should be sunset - but you're the expert.
River south good - doesn't seem to make a lot of sense to me, so actually even when I know all the characters in a line I still have no idea what it means.
