Transit WithOut Visa (TWOV) through Shenzhen - Yes or No or Both?

Someone asked me if it was possible to TWOV through Shenzhen Airport (SZX). I looked it up on TIMATIC which is the official IATA website that airline check-in personnel use to decide if someone has the right bits of paper to be allowed on their flight. There are many sorts of TWOV - you can stay in Beijing or Shanghai for six days without a visa, Guangzhou and bunch of other cities for three days. There is also the 24 hour TWOV which lets you transit through many Chinese cities as long as it is less than 24 hours between your first entry and last exit. Shenzhen has never had any of these.

However, it seemed maybe that had changed. I started emailing the TIMATIC people and basically was told to go away and shut up. This is the fifth email I sent:

OK - one more try. I am NOT asking for a private request for travel information. I am TELLING you that your site yields contradictory information for one particular set of movements. Please look at the results below:

TWOV (Transit Without Visa):

This TWOV facility does not apply at Fuzhou (FOC), Huangshan (TXN), Mudanjiang (MDG), Shenzhen (SZX), Urumqi (URC) and Yanji (YNJ).

This was obtained with an imaginary UK citizen travelling from Australia to the UK with a transit in China using your site.

The third paragraph says that it is possible to TWOV through SZX, including a description of the nature of the 24 hour TWOV, and has been added recently.

The fourth paragraph describes the general nature of that TWOV again.

The fifth paragraph says that this cannot be done at several airports, one of which is SZX. This paragraph and the third paragraph contradict each other. I believe that, when the third paragraph was added, the fifth paragraph was not modified and it should have been.

Please do not reply to this email telling to talk to a travel agent or airline. They cannot resolve this contradiction - only you can do that.
